Project Methodology

The San Fernando Valley Almanac and the San Fernando Valley Archive are established for the purpose of collecting information and statistics on the geographic San Fernando Valley.  Prior to 1994, descriptive Valley information was only made available on a very limited basis.  In part this was due to the historical boundaries of the cities of Burbank, Calabasas, Glendale, Los Angeles, Hidden Hills, San Fernando, and Los Angeles.  But, the more difficult challenge was isolating information for the San Fernando Valley portion of the City of Los Angeles, an area historically aggregated with the entire City of Los Angeles and with Census Tracts as distant as 45 miles from one another.  Added difficulties were presented by the fact that portions of the Valley are comprised of unincorporated areas of Los Angeles County, and in small part Ventura County.

The project team bagan by making determinations as to what comprises the geographic San Fernando Valley.  The definition was somewhat different depending on the denominator selected.  The team decided that the most widely available data carried ZIP Code fields, and that this would yield the most current and comprehensive material.   However, because ZIP Codes are established for the distribution of mail, they generally do not follow political or Census area boundaries.  Thus, certain data, which are developed by ZIP Code areas, Census Tracts or Metropolitan Statistical Areas, may not coincide either temporally or spatially.  ZIP Code configurations can change from time to time, and statistical conclusions based upon them may be affected.

Since ZIP Codes do not follow Census geographies, it is possible for a ZIP Code to fall into two or more geographies (e.g. the ZIP Code may be split between two cities or counties).  The project team made the following assumptions in development of various information:

  • ZIP Code 91307, mid-west Valley, includes the entire area, involving portions of unincorporated Ventura County, Bell Canyon, and portions of Census Tracts/Blocks 06111007401-3 and 06111007503-4. For all purposes.
 
  • ZIP Code 91304, mid-west Valley, includes the entire area, involving portions of unincorporated Los Angeles County and Ventura County, Box Canyon, Chatsworth Lake, and portions of Census Tracts/Blocks 06111007503-3, 06037113202-3, 06037113231-6 and 06037134401-9.  For all purposes.
 
  • ZIP Code 91311, northwest Valley, includes the entire area, involving portions of unincorporated Los Angeles County and Ventura County, Box Canyon, Chatsworth Lake, and portions of Census Tracts/Blocks 06037920303-9 and 06111007503-3. For all purposes.
 
  • ZIP Code 91342, northeast Valley, includes the entire area for tabular ZIP Code data, involving large portions of sparsely inhabited San Gabriel Mountains and Angeles National Forest (statistically insignificant).  For area analysis, Census Block level tabulation and GIS presentation, the area is split (where practical) to include only Census Tracts/Blocks 060379302-1, 060379302-2 and a southerly portion of 060379302-9 whose northerly boundary is a line extending from the northeasterly outcropping of Census Block 060379302-1 easterly to the northernmost point of Census Block 060379301-9.
 
  • ZIP Code 91042, northeast Valley, includes the entire area, involving mostly the communities of Sunland and Tujunga, as well as small portions of sparsely inhabited San Gabriel Mountains and Angeles National Forest (statistically insignificant).  For GIS presentation, and Census Block level tabulation, the area is split (where practical) to include only the westerly portion of Census Tract/Block 06379301-9 whose boundary is a line extending between coordinates -118.212898, 34.279753 and -118.210171, 34.261838.   ZIP Code 91042 includes an area known as Deukmejian Wilderness Park which is surrounded on the north, west and east by the Angeles National Forrest, and is part of the City of Glendale.  The area is statistically insignificant and not specifically apportioned.
 
  • ZIP 90068 and 90027, southeast Valley, are excluded (where practical) except for area measurement and tourism information.  Involves the portion of Griffith Park situated north of a line extending from the intersection of Los Filez and Interstate Highway 5, westerly to the peak of Bee Rock to the peak of Mount Lee, and ending at the southernmost point of Universal City.  For Census Tract/Block level tabulations, portions of ZIP Code 90068 are included, 060373200-1, 060371437-1, 060371437-3, and 060371437-2.
 
  • ZIP Code 91302, southwest Valley, including Calabasas, Hidden Hills and unincorporated portions of Los Angeles County.  Hidden Hills is a high-end residential city, and Calabasas had not been incorporated at the time of the 1990 Census.  The ZIP Code area is apportioned by various methods depending on the type of data being applied.   Primary consideration is given to the location of streets within the area, in order to weight any spatial analysis to patterns of occupation.  Spatial analysis of sub-portions of inconsistent areas can result in significant variations from actual data.
 
  • ZIP Code 91301, southwest Valley, including Calabasas, Agoura Hills (excluded from Valley description) and unincorporated portions of Los Angeles County.  Calabasas had not been incorporated at the time of the 1990 Census.  The ZIP Code area is apportioned by various methods depending on the type of data being applied.  Primary consideration is given to the location of streets within the area, in order to weight any spatial analysis to patterns of occupation.  Spatial analysis of sub-portions of inconsistent areas can result in significant variations from actual data.

Claritas Data

ZIP Codes are administrative units established by the United States Postal Service for the distribution of mail.  ZIP Codes generally do not follow political or Census area boundaries.  Thus, certain data, which are developed by ZIP Code areas, Census Tracts or Metropolitan Statistical Areas, will not always coincide.  Claritas information is based upon residential delivery counts developed directly by ADVO, the largest mailer in the United States.  These counts change annually, and statistical conclusions based upon them may be affected.  Demographic characteristics, based upon GDT's block group to ZIP Code correspondence files are adjusted to be consistent with the ADVO-based set of counts.  This cross-reference provides the basis for assigning data to ZIP Codes although several other sources are employed.  These sources include, but are not limited to:  U.S. Bureau of the Census, U.S. Postal Service, Regional planning agencies, utility companies, and othe local and regional organizations that monitor demographic information.

Since ZIP Codes do not follow Census geographies, it is possible for a ZIP Code to fall into two or more geographies (e.g. the ZIP Code may be split between two cities or counties).  When this occurs, the cross-reference is assigned to the geography which contains the majority of population for that ZIP Code.  For example, if a ZIP Code's population is split with 4000 people living in jurisdiction A, and 2000 people living in jurisdiction B, the cross-reference for the ZIP Code would be jurisdiction A.

 

Claritas License

Claritas Inc. – Permitted Use of Data

Licensee may provide to third parties portions of output produced by Licensee using the Licensed Material for the sole purpose of providing value added services which are offered to Licensee's clients in conjunction with Licensee's marketing efforts, market analysis, and other micro-marketing projects, such that the primary service is the value added service and that the output generated from the Licensed Material are incidental and secondary to the value added service. Licensee shall not allow any third party to use or access the Licensed Material (as opposed to output generated therefrom) without the prior written consent of Claritas.

 CLARITAS - PERPETUAL LICENSE AGREEMENT

This license agreement ("Agreement") is made by and between Claritas Inc., a Delaware corporation having principal offices at 1525 Wilson Boulevard, Suite 1000, Arlington, Virginia 22209 ("Claritas") and the customer / user of this information ("Licensee")

1. License. Claritas grants to Licensee a limited, non-exclusive, non-transferable, perpetual license to use, subject to the terms and conditions hereinafter set forth, the materials as set forth in the agreement (collectively, the "Licensed Material").

2. Installation, Training, and Support. As set forth on the agreement, Licensee is entitled to the installation support, servicing, consulting, and training for each designated location.

3. Payment. Licensee shall pay to Claritas a fee as set forth on the agreement. Licensee shall be solely responsible for the payment of all sales and/or use taxes arising out of this Agreement.

4. Confidentiality and Restricted Use.

(a) Licensee may use the Licensed Material for internal use by the maximum number of users in a single business unit dedicated to a single line of the business as set forth in the agreement. Licensee may use the Licensed Material in connection with providing consulting or similar services to one, and not more than one, client, provided that such client shall agree not to resell, sublicense or otherwise disclose the Licensed Material.

(b) Licensee may provide to third parties portions of output produced by Licensee using the Licensed Material for the sole purpose of providing value added services which are offered to Licensee's clients in conjunction with Licensee's marketing efforts, market analysis, and other micro-marketing projects, such that the primary service is the value added service and that the output generated from the Licensed Material are incidental and secondary to the value added service. Licensee shall not allow any third party to use or access the Licensed Material (as opposed to output generated therefrom) without the prior written consent of Claritas.

(c) Licensee shall not use the Licensed Material for any other purposes than as stated herein without the prior express written consent of Claritas.

(d) Licensee shall not copy or reproduce the Licensed Material in any manner other than into computer memory as needed to execute the Licensed Material or for backup purposes. In no event shall Licensee reverse engineer, decompile or otherwise decode any portion of the Licensed Material, nor develop, produce or market any derivative product of the Licensed Material.

(e) Licensee shall not use Claritas' trade names or trademarks, including but not limited to promotional material, without the prior written consent of Claritas. This Agreement expressly prohibits the advertisement, promotion or distribution of the Licensed Material on the Internet or by any electronic on-line technology without prior written consent by Claritas.

5. Licensee's Files. In the event that Licensee supplies to Claritas Licensee's input files, Licensee is solely responsible for their accuracy and adequacy. Certain supplemental charges may apply to any necessary corrections or unforeseen processing or operating expenses. Claritas will promptly notice

Licensee of the necessity of incurring such expenses. Licensee's files shall be kept confidential by Claritas and shall be used only for the purpose of rendering the specific service requested.

6. Warranties.

(a) Claritas hereby warrants to Licensee that the Licensed Material shall be produced in a good and workman-like manner and shall be substantially free from defects in the material. Claritas' responsibility and Licensee's sole remedy shall be to replace at no cost to Licensee any materials which fail to meet this standard, provided that Licensee promptly notifies Claritas in writing of such failure.

(b) Claritas warrants to Licensee that Claritas has and will have throughout the Term of this Agreement the trademarks, patents, and copyrights necessary to enable Claritas to license the Licensed Material hereunder (through ownership or third parties ("Third Party Licensors") who have licensed Claritas to use and sublicense certain portions of the Licensed. Material which are proprietary to such Third Party Licensors) and that Licensee's use of Licensed Material as set forth herein will not infringe upon the intellectual property rights of any third party. This warranty does not extend to any Licensed Material that was modified by Licensee or was used in conjunction

with data or software not supplied by Claritas.

7. No Other Warranties. EXCEPT AS EXPRESSLY SET FORTH IN PARAGRAPH 6 (a-b) ABOVE, NEITHER CLARITAS NOR ANY THIRD PARTY LICENSORS ARE MAKING ANY EXPRESS WARRANTY OR REPRESENTATION TO LICENSEE OR ANY OTHER PARTY REGARDING THE LICENSED MATERIAL. CLARITAS AND ANY THIRD PARTY

LICENSORS ARE EXPRESSLY DISCLAIMING ANY IMPLIED WARRANTY OR REPRESENTATION WITH RESPECT TO THE LICENSED MATERIAL, INCLUDING, WITHOUT LIMITATION, ANY IMPLIED WARRANTY OF MERCHANTABILITY OR IMPLIED WARRANTY OF FITNESS FOR A PARTICULAR PURPOSE.

8. Limitation or Liability. IN NO EVENT SHALL CLARITAS OR ANY THIRD PARTY LICENSOR BE LIABLE TO LICENSEE FOR INDIRECT, INCIDENTAL, CONSEQUENTIAL OR PUNITIVE DAMAGES OR DAMAGES DUE TO LOSS OF USE OF DATA OR LOSS OF PROFITS ARISING UNDER OR IN CONNECTION WITH THIS AGREEMENT OR OUT OF THE USE OF OR IN CONNECTION WITH ANY OF THE LICENSED MATERIAL OR ANY OTHER PRODUCT OR SERVICE PROVIDED HEREUNDER OR IN CONNECTION HEREWITH. ADDITIONALLY, NEITHER CLARITAS NOR ANY THIRD PARTY LICENSOR SHALL BE LIABLE, REGARDLESS OF THE FORM OF ACTION, FOR ANY CLAIM ARISING OUT OF OR IN CONNECTION WITH THIS AGREEMENT BROUGHT MORE THAN ONE (1) YEAR AFTER THE CAUSE OF ACTION THEREFORE HAS ACCRUED, NOR FOR ANY SUCH CLAIM IN AN AGGREGATE TOTAL AMOUNT IN EXCESS OF AMOUNTS PAID HEREUNDER.

9. Governing Law. This Agreement shall be governed by the laws of the State of New York.

10. General Provisions.

(a) This Agreement constitutes the entire agreement between the parties with respect to the subject matter hereof and merges and supersedes all prior proposals, discussions or other communications between the parties.

(b) This Agreement may not be assigned by Licensee without the prior written consent of Claritas.

(c) In the event that this License Agreement contains third party data the terms and conditions for such third party data shall appear on the rider attached hereto. Any such additional terms and conditions shall supersede the terms herein as applied to the above-referenced third party data.

(d) Third Party Licensors are intended beneficiaries of this Agreement.

(e) This Agreement shall be binding upon and inure to the benefit of any successor or permitted assignee of each of the parties.

(I) This Agreement may not be modified or amended without the written consent of the party charged against.

Any purchase order from Licensee for the Licensed Material shall only be for identifying Licensee's order and any terms and conditions on such purchase order shall be of no effect.

When ABI Business data is part or the Licensed Material under this Agreement, the following additional terms and conditions apply:

Tile Licensed Material specified above contains data that is copyrighted by and proprietary to American Business Information, Inc.®, Omaha, Nebraska, Copyright © 1998 (ABI). Tile Licensed Material specified above is licensed for Licensee's internal purposes. Internal purposes shall not

include the sale or rental of business lists in any medium, but shall include Licensee's ability to provide to third parties portions of the output produced by Licensee using the Licensed

Material containing the ABI data for the purpose of providing value added services which are offered by Licensee to third parties in conjunction with Licensee's marketing efforts,

market analysis and other micro-marketing projects such that the primary service is the value added service and that the output generated from the Licensed Material is incidental and

secondary to the value added service.

Any use of the ABI data not expressly authorized in this Agreement is strictly prohibited. Without limiting the generality of the foregoing, Licensee is expressly prohibited from, except as provided in this Agreement; (i) using or allowing third parties to use the ABI data for the purpose of compiling, enhancing, verifying, supplementing, adding to or deleting from any mailing list, geographic or trade directories, business directories, classified directories, classified advertising, or other compilation of information which is sold, rented, published, furnished or in any manner provided to a third party; (ii) using the ABI data in any product or service not specifically

authorized in this Agreement; or (iii) disassembling, decompiling, reverse engineering, modifying or otherwise altering the ABI data.

When AMI Physician data is part or the Licensed Material under this Agreement, the following additional terms and conditions apply:

Tile Physician database, which originates with American Medical Information, Inc. (AMI) remains the sole property of AMI. Licensee agrees not to sell or release any portion of the AMI database to any other individual or entity. Information derived from the AMI database and/or included on printed reports produced using the Licensed Material may be used within Licensee's organization but may NOT be distributed to affiliated individuals or entities without the express approval of

AMI, subject to agreement as to fees.

When BusinessFacts® is part or the Licensed Material under this Agreement (including Restaurant-Facts And/or Sales Development Units), the following additional terms and conditions apply:

The Business-Facts® database is proprietary to CLARITAS.

Certain components of the Business-Facts database are derived using data obtained from American Business Information, Inc.®, Omaha, Nebraska, Copyright © 1998 (ABI). Regardless of the form or format in which Business-Facts® is made available, none, in whole or in part, may be sold, published, copied, disclosed or otherwise made available to any third party, unless otherwise specified herein. Licensee is expressly prohibited from selling, renting, publishing or

otherwise providing to third parties: Mailing lists, geographic or trade directories, business directories, classified directories, classified advertising or other compilations where Business-

Facts® has been used to compile, enhance, verify, supplement, delete or prepare such works. Information extracted through the Business-Facts® Locations and/or Restaurant-Facts

database licenses are for analytical applications only. Use of this database for marketing and/or prospecting lists is prohibited; however, list generation capability is authorized through the licensing of the Sales Development Units. Licensee is also prohibited from using Business-Facts® as a factor in establishing an individual's eligibility for (a) credit or insurance to be used primarily for personal, family or household purposes, or (b) employment.

When FF0 data is part or the Licensed Material under this Agreement, the following additional terms and conditions apply:

Licensee may disclose the equal employment opportunity (EEO) data relating to rules and regulations promulgated by the Equal Employment Opportunity Commission (the "EEOC") to

federal, state and/or local courts and government authorities which have requested the EEO data and to Licensee's consultants or attorneys which are assisting Licensee in Licensee's compliance with EEOC regulations, provided that such consultants and attorneys agree to use the EEO data for

the sole purpose of facilitating such assistance to Licensee, and not to resell or otherwise disclose the EEO data in violation of the restrictions on use set forth in numbered Paragraph 4 of this

Agreement.

When GDT data (including Boundary data, Street data, and Centroid data), is part or the Licensed Material under this Agreement, the following additional terms and conditions apply:

Licensee shall not resell the Geographic Data Technology, Inc. (GDT) data, in the Licensed Material or a derivation of the Licensed Material, or resell data or services, which are derived

from the Licensed Material. Licensee may not include vector data files nor latitude4ongitude coordinates, as a portion of the output included as value added services set forth in numbered

Paragraph 4 of this Agreement.

When MicroVision and/or ACE-Indicators are part or the Licensed Material under this Agreement, the following additional terms and conditions apply:

Licensee agrees that it shall not in any way or form associate, list, use or commingle MicroVision and/or ACB-Indicators in conjunction with any product or service that contains any consumer credit information.
